A Lifeline for Holocaust Survivors

JCS’ Holocaust Survivor Assistance Program (HSAP) provides compassionate, comprehensive care tailored to the unique needs of Holocaust Survivors across Miami-Dade County. This program is made possible by the Conference on Material Claims Against Germany, with reparations funding provided by the German government.

Through case management, in-home support, financial assistance, and other life-sustaining services, JCS helps Holocaust Survivors age in place. Our dedicated team delivers culturally competent, compassionate, individualized care, ensuring each client may continue to age with the dignity they deserve.

HSAP also supports clients with a range of reparations-related tasks. Services include assistance with applications, verifying qualifying payments, updating personal information, completing life certification forms, and helping clients understand the eligibility criteria for specific reparations compensation programs.

  • Conference on Jewish Material Claims Against Germany (The Claims Conference)
    • Article 2 & Article 2 Spouse Fund
    • Child Survivor Fund
    • Hardship Fund & Supplemental Hardship Fund Payments (SHFP)
    • Region Specific Persecution Pension (RSP)
    • 2025 Basic Needs Fund (BNF)
  • BEG (Wiedergutmachung) & German Social Security widow’s pension
  • Ghetto payment (BADV, ZRBG)
  • Polish Pension
  • Austrian Pflegegeld
  • Bank fee waivers regarding funds transfer of reparation payments

The JCS Holocaust Survivor Assistance Program is more than a supportive service; it is a lifeline for aging survivors. Through compassionate, culturally sensitive care and help navigating reparations, JCS ensures that survivors can age with dignity, safety, and the respect they deserve.

Holocaust survivors or family members can learn more about the program and get help by calling JCS Access at 305.576.6550 from 8:00 am–5:00 pm, Monday through Friday or fill out the online JCS Access form.

Frequently Asked Questions

Who qualifies for HSAP services?

Qualifying clients include Holocaust Survivors living in Miami-Dade County who have applied to, and been approved by Claims Conference. Clients must also be living in a private residence and fall within income and asset eligibility. Individuals unsure of eligibility status are encouraged to call and inquire.

What types of services are offered?

All HSAP clients receive in-home case management care, and can be referred to various other services which can include home care, transportation, food programs, and emergency financial assistance for essential needs such as dental care and medical supplies.

Can family members apply on behalf of a survivor?

Yes, family members and caregivers can contact JCS to request services, particularly if the Holocaust Survivor requires extra assistance. Please note: if the survivor is unable to sign documents, the family member involved must have proper documentation to sign on the survivor’s behalf.

How many survivors are left in the world?

As of 2025, there are about 230,000 living Holocaust Survivors around the world in more than 90 countries, with about 38,000 living in the US. In Miami-Dade County, JCS HSAP serves over 400 survivors annually, with several clients being over 100 years old.
